1. Where can I report a problem such as broken glass, down trees or other issues on bike pathes?

On the Kuna home page there is a "Report a Concern" button dedicated to reporting problems such as these, if you will navigate your way through that section your comment/concern will be forwarded to the appropriate personnel. Feel free to include pictures if you have them.

We are currently working on maps to make it easier for people to navigate in and around our City on bike, stay connected and when we have those maps completed we will post them on this site.

1. Can homeowners perform work themselves?

Homeowners may perform work on their primary residence without registering as a contractor with the State of Idaho. However:

• If you act as the sub-contractor on your project you must get a permit for the work and physically perform the work yourself.
• If you're not doing all of the work yourself (such as electrical, plumbing, or mechanical work), the person performing the work must be a State of Idaho registered and licensed contractor in that trade.

2. Where will smoke detectors and carbon monoxide detectors be placed?

Smoke Detectors

Smoke detector systems shall be installed per manufacturer’s instructions and in accordance with International Building Codes. They shall be located in every bedroom and adjacent hall in the immediate vicinity of the bedrooms, and on each additional story of the dwelling including basements and habitable attics.

Carbon Monoxide Detectors

Carbon monoxide detectors shall be installed per manufacturer’s instructions and in accordance with International Building Codes. Carbon Monoxide Detectors are required outside each sleeping area in the immediate vicinity of the bedrooms.

3. What are the size requirements for stairways and handrails?

Stairways and handrails have to follow these guidelines:

• Minimum headroom is 80 inches
• Maximum rise is 7 ¾ inches
• Minimum rise is 4 inches
• Minimum run is 10 inches
• Minimum headroom is 6 feet 8 inches
• Minimum width is 36 inches finished
• Handrails required on stairways of four or more risers and shall be located from 34 to 38 inches above tread nosing
• Minimum tread is 7½ inches at 12-inch depth on circular stairs from narrowest point

4. What requires a building permit and inspection in residential construction?

The following items require a building permit and inspection:

• Accessory / outbuildings over 200 square feet
• Structural additions and alterations for homes
• Window replacement
• Retaining walls over 4 feet high, measured from the bottom of the footing
• Placement and setup of manufactured homes

5. What are the requirements for emergency exit windows?

The requirements for emergency exit windows are as follows.

• In every sleeping room provide an emergency exit window 5.7 square feet, or 820 square inches, with a minimum opening height and width of 24 inches and 20 inches respectively.
• Finished sill height to be not more than 44 inches above the finished floor per the Universal Building Code.
• Window wells shall provide a minimum accessible net opening of 9 square feet, with a minimum dimension of 36 inches.
• Window wells with a vertical depth of more than 44 inches shall be equipped with an approved permanently affixed ladder or step.

1. Where is the best place to plant a tree?

As far as energy costs go, the West side or Southwest corner will give you the most energy savings throughout the year. Planting a tree on the South side of your house will actually cause your energy costs to rise. We would also suggest you refrain from planting tall trees under power lines and within your lots utility easements.

Other than that please plant a tree for Kuna's future.

1. Can I have a map of the City utilities?

If you are a citizen we will gladly show you the services and utilities in and around your parcel. If you are a developer or an engineer we will work with you to produce a map of adequate coverage to help in your firms development needs. Other than that we hold a responsibility to protect the health and well being of our residents and maps showing large sections of our network will not be shared with the public.

The pressure is approximately 52 to 58 pounds per square inch. It may vary depending on your location. The GPM is between 7.5 and 15.

1. Is the Kuna Police Department part of the City of Kuna or are you Ada County Sheriffs?

The City of Kuna began contracting for law enforcement services with the Ada County Sheriff's Office (ACSO) in 1998. These officers can call on fellow ACSO deputies from the County for help when necessary. The partnership between Kuna and the Ada County Sheriff's Office means the City has access to all of the County's law enforcement resources without the administrative costs of running a fully-independent police department.

1. What shelters can I reserve?

As of right now, we have two shelters you can rent in B.F. Park. The bandstand is the bigger of the two shelters, and has more power outlets. The gazebo, which is located under the water tower, has limited power. Both sites will be provided with enough seating, in the form of picnic tables, for your guests.

2. Where can I hold a wedding?

We have a couple really nice areas for weddings. Both are along our Green Belt. If you want another park, that is perfectly fine, all we ask is to let us know what you are planning so we can take precautions (like turning the sprinklers off the night before) so everything works out.

3. What do you cut your grass lengths at?

Typically, we start the season cutting at 2.5 inches or 2.75 inches. When it starts getting warmer we move the grass length to around 3 inches.

1. What is the zoning category of my property?

To determine the zone of your property, use the City of Kuna's official Zoning Map. When the map is viewable, find your parcel and note which zoning color corresponds to the legend of the map. 2. What types of things can I do with my property?

The uses allowed on your property depend on the zoning of your property. The City of Kuna has assigned a zone to every property located within Kuna city limits. Kuna Planning Office can assist you in determining the zoning of your property and the uses allowed in that zone. For your reference, you may view 5-3-2 of the Kuna Municipal Code which contains the Official Land Use Table. This will show the uses allowed in each zoning district. Uses are listed as “P” for a Permitted Use and “S” signifying by Special Use Permit only. If none of these are listed, the use is prohibited in that zone.

3. How do I find my property line?

The best way to determine the location of your property lines is to have the property professionally surveyed. However, before hiring a surveyor check around property corners to see if any stakes or pins are in the ground. If you find pins or stakes they most often delineate the corners of your property. If no pins exist and you haven't hired a surveyor, you can visit the Ada County Assessor’s Office which may have a copy of your property, including the size of property and surrounding lots. Do not assume that fence lines and street curbs follow property lines.

4. How do I make a request to obtain a copy of a public record?

You will need to fill out a Request for Public Records form and return it to Kuna City Hall. Fees may apply. This form is also available on the web site for your convenience.

5. What is the notification distance for a public hearing?

Notification for public hearings is 300’ from the subject property. Written notification is then mailed at least fifteen (15) days prior to the public hearing.

6. When are your calendared meetings/public hearings and at what times?

Planning & Zoning Commission: are on the second and fourth Tuesdays of each month at 6:00 pm.
City Council: are held on the first and third Tuesdays of each month at 7:00 pm.

7. What do I need to do if I wish to testify at a public hearing?

If you wish to testify, please sign in when you arrive. A sign-up sheet for each case is placed on the table as you enter the Council Chambers. If you choose to not testify, you may still sign in either “in favor” or “in opposition” to the case and mark the no testify box on the sign-up sheet. Agendas are also on this table. If you wish to testify, you will be given three minutes.

8. What happens at a public hearing?

1. Staff will briefly review the rules, procedures and conduct to be followed during the hearing.

2. The Mayor or Chairperson will begin the hearing of each case by reading the purpose of the application.

3. The Mayor or Chairperson will ask the staff to make a brief staff report of the request.

4. At the conclusion of this presentation, staff answers any questions the governing body may have regarding the case.

5. The City engineer or the City attorney may give additional reports.

6. The applicant or their representative testifies first and carries the burden of persuasion. In other words, they must persuade the hearing body to approve their request. At public hearings the applicant or their representative is given 20 minutes to testify.

7. The hearing body then may ask questions of the applicant. The questioning by the hearing body is not timed.

8. Next, individuals testifying in favor, neutral, then opposed testify. They are given three (3) minutes each to testify. If there is one spokesperson representing the entire opposition, they are given 10 minutes to testify.

9. After everyone has spoken, the applicant or representative has 10 minutes for rebuttal of the issues presented by the opposition.

10. The hearing body will close public testimony.

11. The hearing body they will discuss the application.

12. The hearing body can approve, modify, or deny an application.

13. The hearing body then renders a decision or may continue the application to a later date.

14. Decisions regarding annexations, development agreements, rezones, comprehensive plan map or text changes, ordinance amendments, subdivision plats, are in the form of a recommendation, which is made to the City Council. Any decisions made by the Planning and Zoning Commission can be appealed to the City Council.

9. What does it mean when a case is "tabled or continued"?

During the public hearing of a case, the hearing body can make a decision to "table or continue" the case to a "date certain".

A case may be tabled or continued by one of the following means:
1. The applicant or representative may submit a written request to the hearing body that his/her case be tabled/continued. The reason(s) for making the request must be significant, such as illness or the need for additional time to obtain important information. The hearing body can choose to accept or deny this request. If the case is denied, the case will either be heard as scheduled or automatically denied.

2. The hearing body may choose to table a case for a number of reasons, including, but not limited to the following:
a. The hearing body determines that there is not sufficient time to begin or complete the hearing of a case.
b. The hearing body asks that additional information be provided by the applicant, the opposition, or City staff.

When a case is tabled or continued, the hearing body sets the date certain for the hearing of the case. Since the case has already been legally noticed, no further notice will be given.

1. What is the hardness of the water in Kuna?

The average hardness of Kuna's water is 137.73 mg/l as CaCO3/L and 8.05 gpg. This puts Kuna's water in the Hard Water classification.

2. Why is my water cloudy when it comes out of the tap?

The water seems cloudy because it is enriched with oxygen. A few of our wells are like this, and there is nothing wrong with the water. If you let it sit for a few seconds it will become clear.

1. What is a CCR?

The Consumer Confidence Report, or CCR, is an annual water quality report that a community water system is required to provide to its customers. The CCR helps people make informed choices about the water they drink. They let people know what contaminants, if any, are in their drinking water and how these contaminants may affect their health. CCRs also give the system a chance to tell customers what it takes to deliver safe drinking water.

2. Are all public water systems required to provide CCRs to their customers?

Only community water systems that serve the same people year-round provide Consumer Confidence Reports to their customers. If your water supplier is a non-community system, contact your utility for drinking water quality information.

3. How do renters get water quality information about their drinking water?

A community water system must make a good faith effort to reach consumers who do not get water bills, such as renters or workers. An adequate good faith effort would include a mix of methods appropriate to the particular system such as: posting the reports on the internet, mailing to postal patrons in metropolitan areas, advertising the availability of the report in the news media, publication in a local newspaper, posting in public places (such as cafeterias or lunch rooms of public buildings,) or by the delivery of multiple copies for distribution by single-billed customers (such as apartment buildings, nursing homes, schools or large private employers, and community organizations.)

4. How do people served by non-community water systems get water quality information about their drinking water?

If your water supplier is a public water system, but not a community water system, contact the utility for water quality information.

5. Why does the current CCR contain results from previous calendar years?

Federal regulations require that if a system is allowed to monitor for regulated contaminants less often than once a year, the table must include the date and results of the most recent sampling. Thus, the table in the CCR may reflect the date and result of the last samples taken.
